Former UK Sports Minister Sir Hugh Robertson has strongly dismissed accusations that he facilitated Russia’s return to the Olympic Games. He labeled claims that he is a “Russian stooge” as “rubbish.” The former Conservative cabinet minister, who chairs the International Olympic Committee’s Working Group on the Fundamental Principles of Olympism, faced scrutiny from a Ukrainian digital media project.
The investigation alleged Robertson was central to Moscow’s readmission. It suggested his role was a subtle diplomatic calculation designed to insulate the IOC from Western criticism. Robertson rejected these assertions in an interview, calling the narrative “absolute drivel.” He stated that he did not know why he was appointed to the role, offering no specific reason for the selection.
The Neutrality Debate
Robertson led recent changes to the Olympic Charter regarding neutrality. The amendments call for complete neutrality across global conflicts. Critics argue that taking a stance against some nations but not others amounts to appeasement. Robertson denied this interpretation. He emphasized that the principles of political neutrality have existed for decades.

The Ukrainian investigation also targeted Robertson’s professional connections. It highlighted his role as one of six trustees of Chelsea’s foundation. Roman Abramovich, the Russian oligarch and former owner of Chelsea FC, had attempted to offload the club to this foundation prior to being sanctioned.
Robertson denied any link to Russian business interests. He called the accusations a “total misrepresentation.” According to Robertson, his single meeting with Abramovich occurred in 2012. He was attending the Champions League final between Chelsea and Bayern Munich in Germany in his capacity as a minister.
He clarified the foundation’s actions regarding the club’s ownership. The foundation refused to hold the club for Abramovich. This directly contradicts the implication that Robertson had a cooperative financial relationship with the oligarch. He reiterated he has no ties with the Russian state.

Further allegations focused on Robertson’s role at Camelot. The former National Lottery operator was sold to Allwyn. The investigation suggested this deal proved connections to Putin’s wider business circle. Robertson denied this link as well.
The 63-year-old did acknowledge a specific strategic reality. He agreed that the return of Russia amounts to a pragmatic calculation aimed at preserving the integrity of the global sports industry. He explained that denying athletes from one country opens a Pandora’s Box.

The IOC provided a statement regarding the working group’s mandate. The organization said the group had a clear mission. It was established to address the 65 active state-based conflicts and wars recorded by the Uppsala Conflict Data Program in 2025.
The statement explicitly distanced Robertson’s group from the decision on Russia. “The Working Group was not involved in discussing the provisional lifting of the suspension of the ROC,” the document notes.
The Ukrainian project responded to Robertson’s denials. They stated he is involved in a shameful decision that helped bring Russia back into international sport. They cited the ongoing war in Ukraine as the context for their criticism.
“Sir Hugh is on the wrong side of history,” the project representatives said. “And now his name will forever be associated with this decision in favor of Russia.”
