India bloc rally faces Delhi Police conditions

On November 1, 2026, the INDIA bloc will hold a rally at Ramlila Maidan from 10 am to 5 pm, after Delhi Police issued a conditional no-objection certificate, provided the event adheres to police guidelines and obtains approval from the land owner, as part of the Opposition’s campaign against alleged electoral roll irregularities.

Strict Conditions for the Ramlila Maidan Rally

Delhi Police has imposed a series of strict conditions. The rally must conclude by 5 pm. Organisers are not permitted to extend the programme or allow overnight stays at the venue before or after the event. A dedicated control room with at least five monitoring screens is required. Organisers must install high-definition CCTV cameras at entry and exit gates, the stage, and seating areas. The surveillance system must include recording facilities to ensure full monitoring of the event.

The police have prohibited any marches outside the Ramlila Maidan. All vehicles, including buses and cars, must be parked at locations designated by traffic police. Organisers are also required to provide adequate drinking water and sufficient toilet facilities with separate arrangements for women. The venue has been divided into 14 zones for crowd management to maintain order and facilitate smooth movement of participants.

Speeches and Coordination Requirements

Speakers at the rally must not make remarks concerning caste, creed, or colour that could disturb public harmony. If a speaker makes provocative remarks, the public address system must be turned off immediately and the speaker removed from the stage. Organisers must submit a list of invitees and volunteers, a minute-by-minute programme, and details of all buses, including their registration numbers.

The INDIA bloc’s ‘Chalo Delhi Ramlila March’ is part of a wider campaign. Opposition parties have criticised the SIR of electoral rolls and demanded accountability from Chief Election Commissioner Gyanesh Kumar. Delhi Police has clarified that it has not withdrawn permission for the rally. The police have deployed an extensive security plan, including around 3,500 personnel and more than 200 CCTV cameras. Reserve forces, body-worn cameras, and surveillance-equipped vehicles will also be used to ensure the event proceeds safely and without incident. Failure to comply with the conditions could lead to the NOC being revoked.
